Additional Bills Propose Expanded HSA Usage

Senator Robert Marshall (R-KS) has introduced the Lowering Healthcare Costs for Americans Act. According to a press release, included in the bill is a provision that beginning in 2027, would redirect premium tax credit funding into a new type of health savings account (HSA) called a healthcare affordability account. The program would have a 700% income cap and a five-year phase down. 

In the House of Representatives, Congressman Brian Fitzpatrick (R-PA) and several cosponsors have introduced the Bipartisan Health Insurance Affordability Act. Among other things, this bill would expand access to HSAs by allowing qualified exchange enrollees to be eligible to establish HSAs. A press release provides additional details.

These proposals and others are aimed at addressing health insurance costs as enhanced premium credits under the Affordable Care Act are set to expire and return to pre-2021 levels at the end of this year.
